Licenses are applied for, paid and obtained online through the unified electronic license information system (E-ruxsat / license portal) with statutory processing times and material lists published. FEZ and IT Park resident enterprises may be exempt from some licenses or enjoy simplified procedures. Chinese enterprises must first complete company establishment and tax registration (see incorporation), then apply for industry licenses item by item; strategic industries (banking, telecom, oil-gas-mineral extraction, media) have separate regulation and possible local-JV requirements (see strategy).
