Kyrgyzstan grants foreign investors national treatment with no general industry 'negative list' for foreign investment; the Investment Law (No.198, 12 Aug 2025) confirms equal rights and obligations between foreign and domestic investors and provides investment protection, stability clauses and dispute-resolution mechanisms. However, banking, insurance, securities, telecom, radio/TV broadcasting, mineral exploration and development, energy, pharmaceuticals and medical devices, food production, education, gambling and several other areas require licenses (лицензия) or permits (разрешение) - license first, operate second. At the national level the Investment Promotion Agency provides 'one-stop' investment accompaniment services (including land, parks and license coordination). Investment incentives concentrate in two types of parks: free economic zones (FEZ - tariff and partial turnover-tax exemptions, CIT reducible to 0-5%, conditional VAT/sales-tax exemption) and the High-Technology Park (HTP - preferential tax treatment for software and IT services exports). In addition, foreign shareholding above specific thresholds in strategic industries (e.g. banking, telecom) may trigger National Bank or antitrust approvals. Joint ventures, concessions and other PPP models are governed by dedicated legislation.

Procedure
- Determine all intended business activity codes per the National Classification of Economic Activities (ГКЭД); compare item by item against the Licensing and Permits Law list to judge license-management status.
- If license-managed, submit license applications and qualification materials to the corresponding competent authority (National Bank, communications agency, Ministry of Energy and Industry, Ministry of Health, Ministry of Education, etc.).
- To enjoy park incentives, submit an entry application to the FEZ or HTP administration clarifying zone business, export/zone-sales ratio and compliance commitments.
